The 3-day monsoon session of the Gujarat Legislative Assembly is going to begin formally from today. The proceedings of the House will begin at 12 noon today, in which there will be a question and answer session for the first hour. During this period, questions related to revenue, energy, Narmada, water resources, women and child welfare as well as roads and housing departments will be discussed and the concerned ministers will answer the questions of the MLAs. After the completion of the question and answer session, Chief Minister Bhupendra Patel will present a condolence motion, in which tributes will be paid to 5 deceased members in the House, including former ministers Yogesh Patel and Mohansinh Rathwa. The proceedings of the first day will be adjourned after the condolence motion. Meanwhile, an important meeting of the state cabinet will be held today at 5 pm under the chairmanship of the Chief Minister, in which in addition to the 9 government bills to be presented in the session, the rainfall deficit, water storage and the condition of the kharif crops in the state will be reviewed in depth.
During this monsoon session, the state government is preparing to bring several important legal amendments in the interest of business and common citizens. A new bill will be brought to amend the Clerks Act, after the implementation of which all commercial units including any shop, mall, restaurant, hotel, cafe, showroom and garage across the state will be able to operate 24 hours. The police or other local authorities will not be able to forcefully close them, although the traders will have to follow cleanliness, traffic and safety. Along with this, the inspector raj will be abolished for the registration of new units and the self-declaration system will be implemented. To bring transparency in the administrative system, a time limit will be fixed for the babus; if the complaint is not disposed of within the stipulated time, the application will automatically be transferred to the higher authority for appeal and the citizens will get information about it through SMS.
In the land revenue sector, two important amendments that will provide major relief to lakhs of landholders will be enacted into law this session. By amending the Land Act of 1947, land division or transfer transactions made between 29 January 1948 and 31 March 2026 will be automatically considered regular without any penalty or premium, which will facilitate the clearance of pending non-agricultural (NA) permits and will eliminate court cases. Along with this, a legal system will be implemented to register and certify mutation entries on the same day in cases where registered sale documents of undisputed lands have been issued. Apart from this, doctors from other states will get easy registration for practice in Gujarat through self-declaration and in fire safety, local building bye-laws of Gujarat will be applicable instead of central rules.
